Rules a lot of the slice of land near when the Moon represents Lucy, Lucy is displeased at the genocidal empire, because they keep genocidal countries not near the slice of the world nearest the Moon when it represents Lucy.

The Lucy Empire recently invaded Davenstone in the name of Lucy and after a brutal 3 year genocidal war, Davenstone was crushed, and in retaliation, Lucy launched a mountain sized chuck of ice at Lucy City (Lucy Empire's Capital) killing all of the leadership instantly (The Lucy Empire didn't stop after this "too subtle a message"). 

Their population is massive at 243M people.
