PCAC

The PCAC (pi-SAK) which stands for "The Playground Cooperation Agreement City" is a city state that was built up for the sole purpose of being the location of the PCA. The city state now has nearly 870k people, has built out so much that there is little empty room left, and is planning on a land reclamation project, of course not using magic because the Lucy Empire would subtly hijack the spell to probably cause mass devastation.

It is on an island in the Black Moonslice.
