The Continent of Swaglosa is home to multiple important nations, is located in among the most important parts of the Playground (on the boundary between the Lucy and Goldy moonslices), and has extreme historical significance, of course the countries there would make a compact.
The compact was founded after the destruction of Davenstone, which was then merged into Lucy Empire's Edge Province.
